Lithium cells are regulated in transport, and the rules change with the cell's watt-hour rating, whether it ships alone or inside equipment, how it is packed and which mode carries it. Air freight is stricter than sea. This is why there is no single answer to 'do you have the certificate' — the document set follows the configuration.
The usual pack is a UN38.3 test summary for the cell, a current safety data sheet, the packing configuration with watt-hour data, and whatever marking or declaration the carrier requires. Your forwarder will tell you which of those they need for the route.
Tell us the model and how the goods ship, and we prepare that set for your shipment. Our Type-C lithium cells and CR123A all fall under these rules; Ni-MH, carbon zinc and alkaline do not.
